Longtime ties bind Lynch to probe in Central Falls

If you’re a candidate for governor, you want to be as far away as possible from the scandal unfolding around Central Falls Mayor Charles D. Moreau. (Farther than Westerly even.) But Attorney General Patrick C. Lynch, a Democrat running for governor, is a longtime friend of Moreau’s, and Moreau’s spokeswoman is Lynch’s girlfriend and former legislative director, Cynthia Stern. While we’re all entitled to have friends, that seems too close for comfort for a candidate in an election year. If you haven’t been tuning in, state police detectives are scrutinizing lucrative work that Moreau gave to his friend and campaign contributor, Michael G. Bouthillette, to board up or clean up some 200 abandoned or foreclosed buildings, at a cost of about $2 million. "We went in on the boarded-up houses, but the investigation has gone beyond that," the state police superintendent told The Journal’s Mike Stanton and W. Zachary Malinowski. "We’ll be there for quite some time." On Wednesday, Lynch said he has distanced himself from the Central Falls probe. Deputy Attorney General Gerald J. Coyne sent the state police a letter on Jan. 25, saying Lynch had recused himself. "Decisions regarding the prosecution of matters arising from this review, should such prosecution be warranted, will be made by our criminal division and reviewed only by me," Coyne wrote. In practical terms, that means Lynch "does not know who has been and is being investigated or interviewed, and doesn’t know where the investigation is or where it is going," said Michael J. Healey, spokesman for the attorney general’s office. Lynch’s campaign manager, Joel Coon, said Lynch recused himself "because he has a personal conflict, having been friends with Mayor Moreau since they were kids playing CYO basketball together. Any other issues related to Central Falls are irrelevant because he has already recused himself." Lynch, who is divorced, confirmed Stern is his girlfriend. "She is working for a mayor who needs a spokesperson," he said. "If behind that, there is a suggestion that I’m not doing the right thing, that’s not true. I ethically, professionally and personally decided immediately that I shouldn’t be involved in the case," he said. "I am as far away from it as I can be." But Republican attorney general candidate Erik B. Wallin is calling for Lynch to go further by appointing a special prosecutor or bringing in federal prosecutors. Wallin, who worked for Lynch as a special assistant attorney general, said, "I have a great deal of respect for Gerry Coyne as someone who has served the people of Rhode Island in a tremendous way through a number of administrations." But he said Lynch and his office "are one in the same." And he said citizens "deserve to be confident that this is going to be an independent investigation in which no undue influence is going to be exercised, from a perception perspective or realistically." Healey said special prosecutors have been named in just 17 of nearly 80,000 cases during Lynch’s tenure. He cited a case in which the entire office had a conflict, saying only Lynch has a conflict in this matter. Lynch blasted Wallin’s proposal as an "irresponsible political attack that is based on naiveté and a gross lack of experience in the office," and said a special prosecutor could cost "tens of thousands of dollars" in this case. Of course, in Central Falls, that’s hardly enough money to board up a couple of houses.
